David Beardmore
Eco-System Development Officer at Open Banking Implementation Entity (OBIE)

David’s role at the OBIE is to lead the growth and development of the open banking ecosystem. His key objective is to facilitate and encourage end user adoption of products and services powered by open banking. This includes all marketing and events, bringing new participants into the directory, and developing effective propositions which allow consumers and businesses to derive maximum benefit from sharing their transactional data.

His 25 years in data-driven insight and marketing have seen him work with many leading brands in multiple sectors and countries. In addition to working for some of the largest players in the data world such as Experian, Callcredit and Telefonica, David also ran his own boutique data insight business, Thinkdata, for 5 years before its acquisition by Bertelsmann. Prior to joining OBIE, David spent 31⁄2 years as the Commercial Director at The Open Data Institute where he also led their work on open banking, helping governments and regulators in Mexico, Australia, New Zealand, Japan and Canada. David regularly speaks on open banking at conferences in the UK and internationally, has co-authored a number of reports on Open Banking, and was interviewed on BBC TV on the day it officially launched in the UK.

Duncan Cockburn
Founder & Chief Executive Officer at OneBanks

OneBanks came from Duncan’s vision to develop an agnostic bank platform to facilitate everyday banking services and preserve human interaction. Duncan has developed the overarching strategy, as well as defining and maintaining the company mission and vision. Duncan has also played a pivotal role in leading the OneBanks team to date. Duncan has a degree from the University of Exeter and qualified as a Chartered Accountant with KPMG. He spent time In California learning about coding and whilst there became excited about the potential offered by Open Banking. He left KPMG to set up OneBanks in 2019

Paul Bartholomew-Keen
Head of Strategic Relationships at Elavon Merchant Services

Paul is a financial services innovator and payments leader. Presently heading European strategic relationships with Visa and Mastercard, plus Elavon’s commercial partnerships with Nuapay (open banking), Laybuy and ChargeAfter (BNPL).
From 2010 to 2018, Paul previously provided interim leadership and product expertise for banks, payment networks and emerging challengers. Highlights include: Proposition and merchant acceptance lead for a digital wallet in the Caribbean, delivering consumer and third party requirements as the subject matter expert for cards, e-wallets and prepaid at Open Banking, leading a Lloyds product workstream for a digital payment initiative with Mastercard and managing the card scheme relationships for commercial card issuance at Barclaycard.
During his five year business leadership role at Mastercard, Paul was at the forefront of European prepaid product development, market expansion and innovation. Paul has also been responsible for managing key elements of the current account portfolio at Lloyds TSB, headed customer management at Barclays for medium-sized businesses and led various strategic and development-based roles at The Woolwich, Bank of Scotland and Barclaycard.
